Compliance with Law 7/2023
The Spanish animal welfare law requires municipalities to run an ethical colony management programme: census, neutering (TNR) and microchip identification. CatColony records every obligation with a date and a responsible person, ready to prove.
Official colony census

Apply for the state grant with the data you already have
Every year the Ministry of Social Rights offers grants of €10,000 to €80,000 for municipal feline colony programmes. Most councils are left out because of the paperwork, not the project.

Annex I filled in from the census
Colonies, cats, geolocation, sterilised cats, chips registered to the council, care for sick cats and partner vets: the official form's data comes out of what you already record.

Activity report for the justification
The justification is due within three months. The report with the technical guideline indicators and the spend per eligible category is generated from the execution period, ready to print.
Municipal programme for the council meeting
The call requires an approved management programme. You get the draft with the technical guideline's sections and your real figures to take to approval.
Indicative calendar
- 1Spring: call published and application window (April to July in 2026).
- 2Autumn: resolution and advance payment.
- 3Following year: project execution and, within the next three months, the justification report.
CatColony prepares the documentation; the council files the application in the Ministry's electronic office with the mayor's signature. There is no automatic filing and we cannot guarantee the award.
